Civic Education Policy

After the handing over of Hong Kong sovereignty from 1997 and under the "one country two systems" model, the Special Administrative Government initiated new policies of Civic Education and amended or ignored the old ones. However, it was not until May 2011 that the the complete new policy paper was issued for consultant and then it was passed and issued as the national education in April 2012.
It is a 15 years' period with two governorship. Tung took the first step and the midterm was his administration resign and Tsang's governance was continued. The policies were required for more understanding and interpretation. Theories of citizenship education are adopted for this analysis. Moreover, thories of the state are also applied for more in depth understand. It was a historical and comparative method to help to understand and explain the Civics Education policies of the Hong Kong Special Adminstrative Region's governance.
Basically, we can see the policies are expectative and responsive. The historical context of Hong Kong helped to make respondence of what the government expected to mold our future citizens in order to intitiate and implement the administration and the governance.
